Gimbal is not required, but a major bonus. The videographer will be attempting to get nice, clean, and professional quality "cinematic" style B-Roll of moving companies doing their work. So nice, clean moves, focus pulls, flares are all always welcome and encouraged. But the production needs to make sure full coverage of the moves is captured with establishing shots of the location and the trucks, insert CUs (hands on boxes, taping, ratchet straps, truck sliding door closing), signage, and any and all smiling faces really help sell it.
