Project Overview:
The Medical Education and Training Campus (METC) is a sprawling, state-of-the-art enlisted medical training center for Army, Navy, Air Force and Coast Guard medics, corpsmen, and technicians. The Tri-Service Campus has over fifty (50) medical programs, and twenty-four thousand (24,000) annual graduates. It is a state-of-the-art DoD healthcare education campus that trains enlisted medical personnel. The Information Management Division (IMD) and The Campus Support Center (CSC) have been operational since May 2010.
The METC operations and facilities comprise two hundred and five (205) full-time equivalent (FTE) positions that are shared among the three services and training operations with an anticipated throughput of twenty four thousand (24,000) students annually and a faculty and staff of one thousand seven hundred (1,700). Facilities supported by METC Campus Support Center include all administration, classrooms, and faculty located in buildings 895, 899, 1291, 1356, 1364, 1374, 1375, 1393, 1394, 2640, 4120, 4194E and Camp Bullis.
The METC IMD provides Command, Control, Communications, and Computer/Information Technology (C4/IT) services, Information Assurance, and Computer Network Defense to the campus and support activities at the CSC, IMD, and Director for Administration (DFA) using two different incident management systems called Oracle RightNow and BMC Remedy.
The METC requires Information Technology (IT) services to augment METC provided C4/IT Campus services. In order to fulfill The METC Mission and Vision Statements C4/IT support is a key component affecting the readiness and sustainability of critical C4/IT support activities across the campus.
The METC has a requirement to augment its workforce to provide C4/IT service to the campus. Currently, the Navy staffs its personnel to support the METC mission with contractors. The METC has a support base of roughly eighty-five hundred (8,500) daily users. The organization manages an average of approximately 20,000 incidents per year.
Primary Responsibilities:
- Prepare original and accurate designs, layouts, and finished artwork for a wide variety of organizational, technical, and general support materials of a complex nature.
- Perform work involved in laying out or executing illustrations in support of instructional materials including interactive courseware and instructor-led training. The work requires artistic ability, the skill to draw freehand or with drawing instruments and the ability to model, animate, and render computer-generated 2D and 3D objects.
- Design and develop simulations, applications, and games. It also requires the ability to understand the subject matter being depicted in order to create accurate visual representations.
- Knowledge of basic principles such as color, line, form, and space is required to produce appropriately composed illustrations. Duties include combining graphics, video, music, voice, and production techniques to translate concepts into finished products to deliver training materials for use in the classroom and the web.
- Develop production concepts to ensure products are created to meet the demands of the customer and are instructionally sound.
- Serve as the primary illustrator and/or producer to conceive and create original multimedia content through the use of computer graphics, sound, video and scriptwriting. Create imaginative illustration of conceptual situations or ideas when no identical concrete subject matter is available.
- Apply a high degree of mastery in the use of a variety of art media in the preparation of roughs, sketches, comprehensives, and complete finished artwork for publications. Use a wide variety of art media, techniques, principles, and technical equipment.
- Recommend best method of portrayal, style, and format, including order and amount of detail, based on knowledge of briefing purpose, coverage, and intended audience.
- Apply knowledge of the subject matter to be depicted in translating the subject matter into appropriate media type (e.g., illustration, simulation, animation, etc.). Due to the sometimes unique nature of the projects, the contractor shall research reference sources and consult with SMEs to ensure accurate products are developed.
- The work requires a clear working knowledge of technical specialized terminology, acronyms, and abbreviations.
- Responsible for the artistic excellence and factual accuracy of the final product, ensuring achievement of objectives and quality.
- When necessary, plan and coordinate the various phases of assigned projects which, due to their size, scope, and priority, must be segmented and assigned to other illustrators of the organization.
- Plan original visual treatments for training materials including computer-generated imagery, 3D modeling, 2D and 3D animation, rendering, application development, game design, simulation programming, interactive media, and various other multimedia formats.
- Meet with the client to learn about the various aspects of the project, including the instructional objectives, tasks to be emphasized, the prior knowledge of the students, the relationships to be stressed, and the relative degree of importance of the various pieces of information being disseminated.
- Apply knowledge of traditional and digital visual arts methods, techniques and materials in order to translate the subject material into accurate and beneficial visual designs. Make the initial decisions on such design matters as size, layout, kind and quality of materials, medium, color schemes, typography, lighting effects, specific visual elements or materials to be incorporated (e.g., simulations, illustrations, or 3D animations) reproduction methods, presentation techniques. Meet with management and SMEs to plan multimedia projects. Advise on the technical advantages and disadvantages of various formats, styles, media and methods of reproduction, suggesting those that shall best meet the information objectives of each project.
- Apply subject matter knowledge to research source materials, often to the extent of personally dissecting, disassembling, or reconstructing items to be illustrated, in order to translate information into original illustrations without benefit of established formats or clear, unambiguous visual models or samples.
- Advise and provide assistance to other illustrators, management, and customers.
- Receive work orders and instructions from customers and meet with them to ascertain objectives, work projects, advise on the technical advantages and disadvantages of various formats, styles, media, and methods of production, and recommend techniques and media for effective portrayal. Methods are based on suggestions presented for projects, or on oral descriptions by requesters of theoretical concepts requiring the incumbent to visualize the entire concept and then translate it into concrete pictorial results at times when there is no identical model or example that can be copied or even looked at, and information on the subject cannot be expressed in words alone.
- Complete preliminary sketch, relying on and exercising understanding of current developments in the subject matter fields and reviews it with requester. Revise or alter sketch as necessary to secure optimum results.
- Provide training and technical assistance to lower graded illustrators on the principles and concepts of design, the correct use of equipment, and development methods. Serve as the technical reference source for lower graded illustrators and reviews jobs for overall effectiveness and give advice and instruction on alternatives in order to obtain a higher degree of job completion.
- Create original projects utilizing computer graphics, modeling, and programming software (e.g., Adobe CC, Autodesk, and Unity Game Engine). Develop using state-of-the-art software programs and create, analyze, interpret, accomplish, and produce computer generated and/or conventional graphics and multimedia products utilizing computer hardware, software, and peripherals.
- Compile and depict data using various media, drawing instruments, and electronic equipment. Operate electronic, interactive, graphic design equipment, and desktop publishers in performance of illustrating duties.
- Research and recommend equipment, materials, and software to meet current and future production needs.
- Maintain inventory of specialized equipment and supplies.
- Provide recommendations for future acquisition of new equipment or upgrades by researching new technologies and cost-effective methods to meet changing requirements or customer needs.
Requirements:
- Provide Medical Illustrator support to plan original visual treatments for training materials including interactive media, computer-generated imagery, 3D modeling, 2D and 3D animation, rendering, application development, game design, simulation programming, interactive media, and various other multimedia formats using Adobe CC, Autodesk, and Unity game Engine for DHA METC Training Programs.
- Interface directly with a variety of METC program staff and Academic Affairs staff. The Multimedia staff provides comprehensive technology services to incorporate relevant visual and audio instructional aids in curriculum development for 49 enlisted medical training programs.
- Ensure artistic excellence and factual accuracy of the illustrative work.
- Select the most suitable media to accomplish the project in the most effective and efficient manner and ensures designs, layouts, and projects are produced quickly and competently to meet expedited deadlines.
- Serve as technical expert in computer-generated imagery, 3D modeling, 2D and 3D animation, rendering, application development, game design, simulation programming, interactive media, and various other multimedia formats. Maintain close communications with the customer to achieve optimum customer satisfaction.
- Provide effective advice and assistance to other team members, complying with established procedures and industry standards. Maintain effective knowledge of new developments to make sound recommendations for changes in methods, procedures, materials, and equipment to enhance customer support and reduce costs

Education/Experience:
- Minimum of 3-5 years of professional experience in medical illustration.
- Demonstrated portfolio showcasing technical illustration, medical, anatomical, and visuals materials for healthcare, scientific, educational, and technical audiences.
- Advanced education in medical field
